Frieza's third form always reminded me of a bug for whatever reason. Demons too, because that's what he is.

Originally 19 and 20 were meant to be the main villains of the Android Saga but Toriyama's former editor who had a lot of influence and was a big name in Shonen Jump, said he didn't like them so Toriyama felt pressured to make better villains. The same thing happened with Cell's 1st form. Toriyama liked it but his former editor didn't and pressured him to transform him.

I'd be willing to bet his only purpose in the story was to have a Buu that Goku could fight though.
